Bush Snr. wasn't involved in the decision to go to war at all, and Powell's faction didn't carry the same weight as the Rummy/Cheney faction in the administration. I don't know why Cheney changed his mind. Maybe he didn't. Maybe he was just giving the official administration policy back in 1991.
