It’s under the ‘Neoconservatism Explained’ post, and is probably the work of some sort of spambot that posts comments on blog posts where the word “neoconservatism” is used a lot (initially my comment filter had marked it as spam). Still though, some poor, delusional fool must have written it in the first place.
